It was used, when used as intended, to stick pieces of paper together. In the construction of craft projects, it was a fastener rather than building blocks.<\/p>\n<p>\nThat pretty much illustrates the difference between cement and concrete. Cement is used to bind structural elements together, but is not, by itself, a building block. Therefore, a wall is made of concrete, not cement.
