Yard work: bark mulch: should one put fabric underneath?

Self-tutoring about yard work: the tutor makes an observation.

I’m rejuvenating a landscaped bed – so far, I’m weeding. I will put down new bark mulch after I’ve finished the weeding.

This bed has landscape fabric underneath, so I wondered about replacing it, since it’s been torn, etc. However, not everyone seems to believe in putting a fabric barrier under bark mulch. Therefore, I’ll leave it as is.
