Canadian News: CDN dollar below 70 cents US…should one worry? Part 1

It seems the Canadian dollar receded below 70 cents US today. What does that mean, really?
Well, one might look at it from this point of view: As I understand, the projected (federal) US debt-to-gdp ratio, 2024, is 102%, whereas Canada’s is around 46.5%.
Based on that, which dollar should be stronger?
