Cooking: how long before cooking might one remove meat from the fridge?

Years ago I heard that, prior to cooking, some people take meat from the fridge just to take the chill out. To maintain food safety, it’s not left out for long, but just for a few minutes. My wife even confirmed this was a thing. It’s remained in my mind ever since.
Today I researched said idea; Safeway seems to suggest taking a beef roast from the fridge up to an hour before putting it in the oven, so it will cook more evenly.
