UK: Reform’s Britannia Card idea, part 1

Self-tutoring about politics in the UK: the tutor mentions an interesting idea from Reform UK.

The following is my understanding, in plain terms, of the Britannia Card and the situation behind it.

The UK attracts many high earners who, for practical purposes, live there, but officially reside somewhere else. Such people in the UK may be said to have Non-Domicile Status.

The proposed Britannia Card, at a one-time cost of possibly two hundred and fifty thousand pounds, would allow such people to pay UK taxes only on what they earn in the UK; what they earn elsewhere wouldn’t be taxed by the UK, unless perhaps those foreign earnings enter the UK.
