Excel: the t function

Self-tutoring about Excel: the tutor mentions another interesting function.

In Excel, the t function seems to return the contents of a cell if the cell contains text, but an empty string, aka “”, otherwise. Then, what might qualify as text?

If a letter is within a number, or at the back or the front, such as a123, 1a23, or 123a, the entry, it seems, is interpreted as text. However, 1.145 seems not to be. “1.145”, however, seems to be interpreted as text, in my experience.
